Hopes to see hot air balloons in the Celina sky nearly deflated, but a local business has lifted spirits.The Third Annual Celina Balloon Festival will take to the air from June 26 to 29 at the Old Celina Park after a presenting sponsor lent its support.“Celina Real Estate came in as the presenting sponsor at $12,000,” festival chairperson Lisa Duffield said. “They stepped up to the plate and helped us out.”She added that they were excited and happy to be able to go ahead with the event.“We are still not out of the woods totally; we have to bring in some more funds,” she said, “We are actively seeking more sponsorships.”Plans are under way to bring in more vendors for the event. “We have a short time frame to make it all come together, but we are going to get it done,” she said.The four-day event will begin June 26 with a media night when only a few balloons fly.“Friday evening the balloons do a ‘glow,’” Duffield said.During glow visitors can go get an up close look at the balloon lit up on soccer field at Old Celina Park and learn more about them from the crews.On Saturday balloon flights are scheduled in the morning and evening. On the evening flight, several balloons will return to the soccer field and do another glow before the fireworks display.At the balloonists’ competition Sunday they will attempt to land their balloons on a target set up at the park.Fifteen balloons will compete in the Sunday contest. Four corporate balloons and will not compete.President of the Celina Chamber of Commerce Alyssa St. John said she was happy the event was going to happen.“I am very pleased that we will have the festival,” she said.Nineteen balloons are scheduled to fly. About 50 vendors will have booths at the festival.Last year 12 food vendors, 18 arts and crafts, 12 promotional and eight child activity vendors participated.“We are shooting for the same number of vendors this year,” St. John said. “We are also planning to have a skydiving team this year.” (from the Celina Record Star)

Another Step for Safety with a Certificate of Occupancy Program

Celina has instituted a new program to help assure the safety of its citizens by requiring buildings to obtain a Certificate of Occupancy before they are used. A C.O. will be required for all buildings that will be occupied or used by occupants. A new C.O. will be required when a tenant leases a new space, a commercial building is built, or a new home is built. Upon issuance of a C.O. and approval of all required inspections, utilities will be released in the new tenant's name. The C.O. contains information concerning the owner or tenant, address of the building, a description of the portions of the building and the use intended, building code verifications for the group and classification of the building or structure, and approval of the Building Official. The Celina Independent School District occupies 94 square miles in northwest Collin County and a small area in Denton County. The District is comprised of three communities: Celina, Alla and Weston. Alla and Weston, previously independent school districts, consolidated with Celina in the 1950s and 1960s. Student enrollment since the 1998-99 school year has increased 37%. Student attendance averages 96.9%. The dropout rate for the 2001-02 school year was 0%. Students are educated in four buildings: a grade PK-3 elementary school built in 2003; a grade 4-6 intermediate school built in 1987; a grade 7-8 junior high school built in 1976; and a grade 9-12 high school built in 1998, with additions made in 2002 & 2003.

The District participates in several cooperative educational programs, administered through the Region 10 Educational Service Center, to provide the best available programs for students and staff in the most cost effective manner. In addition to an extensive honors and advanced placement curriculum, the District offers a gifted and talented program for all grade levels and the option of graduating with a Distinguished Achievement diploma. The high school houses the Celina Community Library, a cooperative effort between the District and the Community of Celina.

The District continues to implement programs that improve learning and benefit students. The District has updated technology resulting in computer technology for instructional and administrative use. Individualized reading programs are present at all campuses. Learning centers and remedial programs also exist to assist students and improve performance.

Celina Texas, a History

Starting out Celina was not established until 1876, but settlers came in the area at a much earlier date. In October, 1879 a little settlement began to form a few miles southwest of the present day Celina. John T. Mulkey, Celina's first postmaster, renamed the town after Celina, Tennessee. The Methodist Church was built in 1880, and also doubled as the school for awhile. By 1885, a general store, mill, and a drug store had been opened in "Old Celina".

Celina is in the NW corner of Collin County. Specifically, Celina is located at 33°19'11"N, 96°46'58"W (33.319846, -96.782799). Or roughly the intersection of State Highway 289 and FM 455.
An excerpt from the Celina Record of 1937 states:
"If you are casting about for a good place to make your home you should visit Celina and see for yourself what it has to offer. Some here occasionally say the grass is greener elsewhere and move away, but most of them decide there is no use trying to find a better place in which to live and rear their families, come back and settle down firmly fixed in their belief that trying is a waste of time".
